Good idea. Give those two leaders a week, and if they don't come back switch the positions around. Brambleclaw would become leader, and if she wants she can make Razorfang deputy. (it is her decision. We can't force anything on her) And then well, um, ShadowClan's deputy isn't active either, is he?
